Isiolo Governor Abdi Guyo Impeached Over Misconduct and Mismanagement Allegations
Isiolo County Governor Abdi Ibrahim Guyo was impeached on Thursday, June 26, 2025, after an overwhelming majority of Members of the County Assembly (MCAs) voted to remove him from office.
The impeachment motion, sponsored by Sericho MCA Abubakar Godana, was supported by 16 out of 18 MCAs, well above the constitutional threshold required to send the matter to the Senate for determination.
The motion, tabled earlier in June, accused Governor Guyo of gross misconduct, abuse of office, and misappropriation of county funds. The charges included claims that the governor had appointed 36 advisors—far exceeding the legal limit of four set by the Salaries and Remuneration Commission—and oversaw stalled development projects while revenue collection plummeted under his administration.
Further accusations included failure to appear before the Senate Standing Committee on Health and the use of demeaning language against Senator Fatuma Dullo during public events.
Public participation forums were held across all ten wards of Isiolo County, including Wabera, Bulapesa, Ngaremara, Oldonyiro, and Burat, as part of the process. These meetings were marked by heavy police presence, reflecting heightened tensions on the ground.
Although some local elders and community leaders had called for dialogue and warned that an impeachment could disrupt harmony and development in the region, the MCAs proceeded with the motion, arguing that the governor had failed in his leadership obligations and public accountability.
Notably, a High Court order had been issued earlier to temporarily halt the impeachment process pending legal review. However, this did not deter the county assembly from moving forward with the vote, which Speaker Mohamed Roba confirmed had passed. The matter is now headed to the Senate, which has 14 days to either uphold or overturn the decision.
Governor Guyo, who has the right to challenge the decision in court, has yet to make a formal statement but is expected to contest the impeachment on procedural and constitutional grounds. Legal experts suggest that the outcome in the Senate will be pivotal—not just for Guyo’s political career, but also for the integrity of the county governance system.
