KeNHA Issues Second Disclosure on Nairobi-Nakuru-Mau Summit and Rironi–Naivasha PPP Road Project

The Kenya National Highways Authority (KeNHA) has released a second public disclosure regarding the Nairobi-Nakuru-Mau Summit (A8) and Rironi–Maai Mahiu–Naivasha (A8 South) PPP Road Project. This update aims to enhance transparency and inform the public on the status of Privately Initiated Proposals (PIPs) submitted for the project under the Public Private Partnership (PPP) framework.

Background and Initial Disclosure

In May 2025, KeNHA published a detailed disclosure notice outlining two PIPs it had received for the project. The disclosure was in line with the PPP Act, 2021, and a circular dated 24th April 2025 on public disclosure of PIPs. The intention was to uphold transparency in the government’s infrastructure development processes.

The two initial proposals were submitted by:

  • Proponent 1: China Road and Bridge Corporation Kenya (CRBC) in partnership with the National Social Security Fund (NSSF) Consortium.
  • Proponent 2: Shandong Hi Speed & Road & Bridge International Engineering Co. Ltd, covering the management, tolling, operation, and maintenance of the Nairobi-Nakuru-Mau Summit (A8) Road and the Rironi–Maai Mahiu–Naivasha (A8 South) Road.

Public Notice and Current Status

KeNHA, in collaboration with the PPP Directorate under the National Treasury, has moved forward with the evaluation process. Key developments include:

  • The PPP Committee, in its 54th Ordinary Meeting held on 2nd July 2025, approved both proponents to advance to the Project Development Phase, in accordance with Section 43(1) of the PPP Act, 2021.
  • During the 21-day standstill period, KeNHA received a third proposal from Multiplex Partners Co. Limited. This proposal was submitted just before the deadline and is currently under evaluation to determine its eligibility under the same legal framework.

All proposals will now undergo further scrutiny, including mandatory due diligence, with oversight from KeNHA, the PPP Directorate, and the National Treasury.

Adherence to Legal Provisions

KeNHA has reaffirmed its commitment to following the PPP Act, 2021. The authority assured that should all proposals pass the required evaluations, they will move forward to the Project Development Phase. Additionally, KeNHA committed to disclosing project award details as stipulated under Section 69 of the PPP Act, following completion of statutory processes.

The Authority emphasized that this disclosure does not imply any project award. The decision on proposals lies with the appropriate authorities, and this announcement solely serves to inform the public.
